Jack McAteer – Founder
Jack McAteer Bio

Jack became actively involved in employee benefits marketing, underwriting, consulting and administration in 1953. He was first employed by Physicians’ Services Incorporated, (PSI) which was Ontario’s largest non-profit prepaid medical services plan sponsored by the Ontario Medical Association (OMA).

Jack joined William M. Mercer Limited, Toronto Office, as consultant and manager, Industry Wide Benefits. This department specialized in consulting/actuarial and administration services for multi-employer pension and health plans.

Jack formed J. J. McAteer & Associates Incorporated and Employee Benefit Plan Services Limited in 1979. Almost all of Mercer’s clients, who were about to be cancelled due to a change in Mercer’s business strategy, joined McAteer’s and most have remained with the McAteer Companies to this day.

Jack was a strong supporter of the International Foundation of Employee Benefit Plans (IF) and at past Canadian conferences was a speaker, moderator and panelist. He was a member of the IF Canadian Board from 1984 to 1986. Jack was the first Canadian to be appointed to the IF’s Administrators’ Committee.

Jack served as McAteer’s President until June 2006, and for 13 years he served as Chairman of the Board of Directors. He passed away in June 2019. Jack’s passion for integrity live on today through his family and the McAteer Group of Companies.


Susan Bird, B.A., CEBS, Fellow, ISCEBS, ICD. D. – President
Susan Bird Bio

Susan graduated with her B.A. in Economics (Dean’s List) from York University. She was one of the first Canadians to achieve the Canadian CEBS designation. Susan was the first Canadian to achieve the Fellowship status in the International Society of Certified Employee Benefit Specialists. (ISCEBS).

Susan earned her HIA (American Health Insurance Associate) designation. She graduated from the Rotman School of Management, University of Toronto, Institute of Corporate Directors with the ICD.D designation signifying understanding of best practices in board governance and management oversight.

Susan is an industry expert in matters of plan design , funding and board governance. She has helped countless organizations achieve better performance by motivating them towards best practices scaled to their resources.

Susan has held or holds positions with the International Foundation of Employee Benefit Plans (FEBP) including Board and Committee Chair. She is a Director of the IFEBP.

Susan served as the Chair of the World Pension Alliance (WPA) a global organization with members in Canada, the US, Europe, Australia and South America representing over $10 trillion USD and 400 million plan participants, and is a member of the Financial Services Regulatory Authority of Ontario’s (FSRA’s) newly formed Pension Industry Advisory Group.

Susan also serves as a volunteer board member for community-based organizations.

Richard McAteer – Vice President
Richard McAteer Bio

Richard develops the firm’s clients ensuring best practice governance and administration services. He is a significant contributor to McAteer’s growth and success.

Richard has over 30 years’ experience in the benefits industry. During this time he has helped plan sponsors fully develop a thorough knowledge of benefit design, member services, disability management, pension plan management and compliance . Richard is involved in all aspect of the organization with a focus on client services, pension and benefit administration. He also oversees our Edmonton offices.

Kim Houston, MBA, BSc, PPAC – Managing Director
Kimberly Houston Bio

Kimberly brings a wealth of pension experience to the McAteer Group, including 16 years with the Teachers Pension Plan where she held progressive roles across Pension Administration, including several years with the Pension Law and Policy Group.

A graduate of both the University of Toronto and York University, Kimberly holds an MBA from the Schulich School of Business. Before joining the McAteer Group, Kimberly operated her own consulting firm, advising on matters such as pension administration, strategic planning, change management, and project management. She also serves as a member of the Financial Services Regulatory Authority of Ontario’s pension administrator advisory committees.

Kimberly’s role at the McAteer group provides support to leadership and a focus on operational strength throughout the organization.

Deborah Stephens, FLMI, C. Dir. – Managing Consultant
Deborah Stephens Bio

Deborah has senior strategic planning responsibilities in her capacity as Managing Consultant. The scope of her responsibilities includes: consulting, communications, governance and compliance for a variety of clients; particularly including multi-employer welfare and pension trust funds. In addition, Deborah is responsible for the review and quality assurance of communications, training and oversight. She is also responsible for building strategic relationships within the pension and health benefits sectors as one way of serving our clients more fully.

With over twenty-five years of diverse industry experience in providing strategic advice on plan design, funding, cost-containment, communications and client management, Deborah brings a wealth of knowledge from her professional background. As a seasoned professional with a background spanning multi-national consulting, life and health group and individual insurance roles at a major carrier; property and casualty marketing and new business development; and various senior roles at major third party administrators.

Deborah also has experience in managing collective agreement negotiations as they impact in the trusteed arena.

Deborah’s industry credentials include FLMI (group specialty), HIAA, ATMS certificates – group and pensions; Chartered Director (C.Dir) and executive level certificates in strategic planning and leadership. She also served as a member of the Financial Services Regulatory Authority of Ontario’s Pension Administrator Advisory Committee.

Jeff Tendijowski, CPA, CMA. – Senior Benefits and Pension Consultant
Jeff Tendijowski Bio

Jeff has over twenty years of experience in the industry with a focus on pension analysis and administration. His multi-jurisdictional experience includes pension and benefits administration, including multi-employer plans. He brings a sound knowledge of provincial, federal and tax legislation.

Jeff graduated from Brock University with a Bachelor of Business Economics. He is a Chartered Professional Accountant, has achieved the designation of Certified Management Accountant and is currently pursuing his CEBS designation.

Colin Gupta – Consultant
Colin Gupta Bio

Colin has over twenty-eight years of experience in the group insurance industry, delivering extensive technical expertise, creative benefits solutions and overall benefits program management to a wide array of group benefits plan sponsors in the private and public sectors. Colin works closely with clients and our professional advisory team to develop and manage benefit plans.

Colin attended the University of Toronto’s Scarborough College majoring in Commerce and Economics. He also obtained his HIA (Health Insurance Association of America) designation.

Colin strengthens our team providing expertise in a variety of benefits consulting and underwriting services.

Jaclyn Lyons – Benefits Consultant
Jaclyn Lyons Bio

Following her studies at the University of Western Ontario and several internships, Jaclyn joined McAteer full time in 2010. She began her focus in pension administration, working with national multi-employer pension plans. In 2013, she pivoted from pension benefits to concentrate on health and welfare as a benefits analyst. Now, with 9 years of experience in our industry, a passion for health, wellness and a driving motivation, she accepted the role of benefits consultant in 2018. Jaclyn has built trusted relationships with our clients and industry advisors through effective communication, reporting, monitoring of benefit trends and member advocacy. She works closely with our consulting team to develop creative, tailored solutions for our client’s specific needs.

Continuing education and staying on trend is important to Jaclyn. She has completed numerous pension and group benefit courses and attended educational seminars provided by the International Foundation of Employee Benefit Plans (IF).

Ippy Serratore, GBA – Manager of Client Relationships
Ippy Serratore Bio

Ippy has over twenty-five years’ experience in the benefits industry. Ippy is a senior client relationship manager and executive administrator, acting as a liaison with trustees of health and welfare plans. Ippy is responsible for the oversight of contributions, employer remittances and claims payment services. Ippy is also responsible for ensuring legislative and service standards compliance at all levels.

Ippy earned her GBA designation within the CEBS program, sponsored jointly by the International Foundation of Employee Benefit Plans (IF) and Dalhousie University.

Veronica Tseng, CEBS – Manager of Administration
Veronica Tseng Bio

Veronica has over fifteen years of progressive pension and benefits experience. She has a thorough understanding of pension legislation, complex calculations and day to day administration of both defined benefit and defined contribution pension plans and health plans.

Veronica has earned her CEBS designation jointly sponsored by the International Foundation of Employee Benefits and Dalhousie University. Veronica is responsible for the delivery of complete health and pension administrative services.

Rob Ward, CEBS, Fellow ISCEBS – Manager, Administrative Technologies
Rob Ward Bio

With over thirty years of experience working with multi-employer benefit plan sponsors and members, Rob shares his knowledge of pension legislation, complex calculations and administration processes for defined benefit and defined contribution pension plans and health benefit plans.

He currently specializes in implementing technology solutions leveraging his experience in pension and health plan administration and database management.

Rob is a graduate of the Certified Employee Benefit Specialist (CEBS) Program jointly sponsored by the International Foundation of Employee Benefit Plans and Dalhousie University. Through successful completion of the continuing educational requirements, he also holds Fellowship status with the International Society of Certified Employee Benefit Specialists.

Jessica Chan, B.A., CPA, CGA – Manager of Trust Fund Accounting
Jessica Chan Bio

Jessica is a Chartered Professional Accountant (CPA), having achieved the designation of Certified General Accountant (CGA). She has over sixteen years of in-depth expertise in auditing, financial statement preparation and analysis.Jessica is responsible for the management of the Trust Fund Accounting Department. In this role, she oversees the daily financial operations, generates financial statements, conducts accounting data analysis and leads all audit engagements.

Enas Razack – Manager of Benefits Administration
Enas Razack Bio

Enas is responsible for overseeing contributions, employer remittances, claims payment services, and disability claims services. She brings a very valuable fifteen years of experience working with pension and benefit plans. In her time with the McAteer Group Enas has shown a thorough understanding of pension legislation, health plans, complex calculations, and day to day administration of both defined benefit and defined contribution plans.

John Rozinger Bio

John is a Certified Human Resources Leader (CHRL), having been recognized by the Human Resources Professional Association, (HRPA). John has over eighteen years of comprehensive human resources experience including recruitment and retention, payroll and benefits administration, employee engagement and recognition and strategic planning. In his role, he supports and furthers organizational goals and strategic plans. John has degrees in both Psychology and Business Administration.
